Thanks Bill for the comprehensive set of links!  One of the links you pointed to directed me to this:

In the command prompt, it suggested using bootrec with a variety of switches.  I tried them all, in the order of the video.  These two commands has concerning results:

bootrec /scanos

bootrec /rebuildbcd

Scanning all disks for Windows installations.

Total identified Windows installations: 0

Do you have any guidance based on this?

Your question clearly says this: Hard-disk drive failure

You can often still see and save files using other methods than booting into Windows, which you have done.

But you say Dell diagnostics says it isn't that.

Correct, Dell Diagnostics (quick scan; I didn't run exhaustive scan) doesn't show any problems.  I would guess that even if there are some bad sectors, it might still boot, which is why I feel it's a configuration thing more than an actual hardware failure.  Maybe I should run the exhaustive tests....

I have since run the exhaustive tests from the manufacturer, and nothing was found that was wrong.

I ended up backing up all the data.  Then doing a fresh install of Windows.  Unfortunately, it still won't boot.  I get the same symptoms as before.  Any further ideas?

I ended up getting a new drive, and all went well from there.
